PRECONSTRUCTION PERMITS FOR MINOR SOURCES
The New Sources Review (NSR) permits are required for minor facilities (also known as the preconstruction permitting program). Minor NSR permits often contain permit conditions to limit the sources emissions to avoid PSD or nonattainment NSR.
