EMISSIONS QUANTIFICATION

Several states offer facilities the right to preserve creditable emission reductions (emission credits) for future use as emission offsets and/or trade with other facilities within the designated areas. The primary purpose is to provide for new construction and expansion in nonattainment areas. Such programs are closely linked to the permitting process.
